Since January 2001, public administration authorities have been required to maintain a publicly available register of data, where meta-data about documents containing information on the environment and its protection are published. Since December 2006, the register has had to be kept in electronic format and made available on the Public Information Bulletin on the website of the given entity.
Currently, the required contents of the register specified in the Act of 3 October 2008 on sharing information about the environment and its protection, public participation in environmental protection and the environmental impact assessment [PL] and its format is defined in the Regulation of the Minister of the Environment.
The Environmental Information Centre, within its competence, maintains, manages and provides on Ekoportal an (online) application for self-keeping of the electronic version register to administration authorities free of charge. Both the application itself and Ekoportal were created as a result of implementation of the Phare 2002 project.
The possibility to keep a publicly available Register on Ekoportal is currently used by over 1,300 government offices (in particular voivodeship, marshal, district and commune offices).
